Maricopa Planning & Zoning Commission is reviewing plans for a medical campus at Copper Sky
The Maricopa Planning & Zoning Commission is reviewing a proposed site, landscape plans and also elevations for S3 BioTech’s proposed medical campus, located at Copper Sky.
The medical campus, which will consist of two phases, is big enough to cover 28+ acres, and is proposed to be located at the southeast corner of North John Wayne Parkway and West Bowlin Road. This will be a rezoning from its existing General Mixed Use.
S3 BioTech is said to also be requesting a deviation in height requirements to what is currently allowed in the Mixed Use-General Zoning of 60 feet to a maximum height of 150 feet high. So, we may be looking at quite a structure.

The two proposed phases are a medical campus of 14.3 acres featuring over 500k square feet of building area in the northwest corner of Copper Sky Park and also a 12+ acre “Innovation Campus”. This would include more than 1 million square feet of building area.
A select service hotel and condominium/extended stay hotel are also both proposed for the campus. There may be a total of 13 buildings in the two campuses, including two smart parking structures. Very exciting.
According to the project description, the development should “result in significant community benefits while involving community leadership in the PAD process in a substantive and meaningful way.” The developer says the project will include:
- Ensure significant state-of-the-art improvements and facility upgrades to the existing Copper Sky Park;
- Provide emergency services care 24/7 to the community;
- Attract high paying healthcare jobs and improve the overall health of the Community
- Improve Copper Sky Park significantly by adding Medical and Innovation Campuses integrated with the current Park and recreational facilities;
- Significantly expand employment opportunities in skilled and professional positions with salary ranges above the median Maricopa income level;
- Provide certainty to the surrounding residential neighborhoods by establishing defined limits on the ultimate D3 PAD build-out and attract more commercial businesses to the area;
- Create significant improvement or sustained management of the historical downstream storm water flow within the park and along the John Wayne Parkway (SR-347) frontage through larger retainage and attractive landscaping;
- Significantly expand a number of sports programs and recreational uses.
This is all in conjunction to plans for a new Public Safety Facility located at the City Center, north and east of the northeast corner of Bowlin Road and White & Parker Road, directly south of the Public Library and Cultural Center.
Maricopa is in FULL GROWTH MODE it seems.
